Certificates of Origin
A Certificate of Origin (CO) confirms the ‘nationality’ of a product and serves as a declaration to satisfy customs or trade requirements. COs are mostly required for customs clearance procedures to determine duties or legitimacy of imports.
Certificates of Origin certifies that goods in a shipment are wholly obtained, produced, manufactured or processed in a particular country. The PRCC has the position to operate as the natural and trusted agent in issuing COs.
Access the documents required to make a certificate of origin for exports. We have created a new format and you can complete the documents by hand or by computer to bring them to our offices for due processing and validation. We hope this helps to facilitate the process of issuing such official documents.

CERTIFICATE OF ORIGIN PROCESSING SHEET
IMPORTANT NOTES FOR THE CERTIFICATE OF ORIGIN PROCESSING SHEET
- The submission of this processing sheet is mandatory; Certificates of Origin will not be processed without it.
- THIS SHEET IS EXCLUSIVE TO THE CCPR and is not part of the Certificate of Origin. It is an internal control sheet and must always be submitted in its original form and completed on a computer. HANDWRITTEN SHEETS WILL NOT BE ACCEPTED.
- Submit this sheet to CCPR personnel.
- Processing sheets that are not signed by the client will not be accepted.
- You must list ALL invoices on a single sheet, unless the number of lines in the table is exceeded. In that case, an additional processing sheet may be used.
- The fee of $5.00 is charged for each Certificate of Origin that is signed (the Certificate of Origin consists of the Certificate and the Invoice as a unit).
- The printing fee for certificates (originals and copies) is $10.00 for each set that does not exceed 20 printed pages. If more than 20 pages are printed, an additional $5.00 will be charged for each remaining set of up to 10 pages (per set of 10 or fewer pages).
- Make your check payable to: PUERTO RICO CHAMBER OF COMMERCE.
- The column labeled “Charge for Correction of Processed Certificate” will be used exclusively for Certificates of Origin that have already been processed but were later found to contain an error in the invoice and needed to be corrected for recertification. In such cases, a copy of the invoice must be provided for our records as evidence that the document was previously certified. The total cost for each corrected invoice will be $5.00.
