Washington, D.C., May 14, 2025 — The Puerto Rico Chamber of Commerce (CCPR) announced its support for the federal bill Medical Manufacturing Economic Development and Sustainability Act (MMEDS Act), a bipartisan measure introduced by Republican Congresswoman Nicole Malliotakis (NY), along with Representatives Ritchie Torres (D-NY), Jeff Hurd (R-CO), and Darren Soto (D-FL).
This legislation, originally co-authored by Republican Congresswoman María Elvira Salazar of Florida, aims to encourage the return of pharmaceutical manufacturing to the United States, with a strategic focus on economically distressed areas, including Puerto Rico. Through dollar-for-dollar tax credits and other federal incentives, the bill promotes investment in infrastructure, human capital, and local procurement by essential medical product manufacturers.
“The MMEDS Act represents a historic opportunity to revitalize Puerto Rico’s manufacturing base and position the Island once again as a global leader in pharmaceutical production,” said Attorney Luis G. Puerto Rico, with its proven track record and strong capabilities in medical manufacturing operations, is positioned as an ideal jurisdiction to benefit from this measure. According to the proposed legislation, significant incentives would be granted to U.S. companies operating in or relocating to areas with high levels of poverty, unemployment, and low labor participation. The CCPR reaffirmed its commitment to working with the private sector and legislative leaders in Washington to advance policies that enhance Puerto Rico’s competitiveness and promote sustainable economic development.

With the MMEDS Act, Congress is taking affirmative steps to protect the health of our citizens, strengthen the national supply chain, and encourage investment and economic development across the country,” said Attorney José Julio Aparicio, First Vice President of CCPR and Chair of the Chamber’s Federal Affairs Committee.

During a meeting with the Puerto Rico Federal Affairs Administration (PRFAA) team in Washington, D.C., the Chamber’s president signed a letter of endorsement for the congressional bill addressed to Representative Malliotakis, formalizing the Chamber’s support for the measure.
