Puerto Rico Chamber of Commerce Supports Reform Package to Transform the Permitting System and Facilitate Economic Development

San Juan, Puerto Rico – June 2, 2025 – The Puerto Rico Chamber of Commerce (CCPR) expressed its support today for the package of measures announced by the Governor of Puerto Rico, Hon. Jenniffer González Colón, and the Secretary of the Department of Economic Development and Commerce (DDEC), Hon. Sebastián Negrón Reichard, as part of a substantive and transactional reform of the Island’s permitting system.

These measures, aimed at reducing bureaucracy, digitizing processes, and assigning key responsibilities to the government, are part of a comprehensive transformation of Puerto Rico’s regulatory and business environment.

Among the initiatives announced are: automated notifications for permit renewals, elimination of inspections for low-risk home offices, validation through artificial intelligence, standardization of procedures, and the creation of a unique permit number to improve case tracking. In addition, a collaborative agreement was signed with the Department of Health, and new regulations were presented for licensed professionals and authorized inspectors.

These reforms reflect a paradigm shift in which the State assumes greater responsibility in administrative processes, allowing entrepreneurs to focus on what they do best: generating economic activity, jobs, and innovation. At the Puerto Rico Chamber of Commerce, we reaffirm our commitment to supporting the implementation and dissemination of these measures, which will undoubtedly strengthen formalization, reduce barriers to entrepreneurship, and make our commercial ecosystem more competitive,” said CCPR President, Lcdo. Luis E. Pizarro Otero.

The measures will take effect on July 1, 2025, preceded by an intensive orientation phase for citizens, business owners, and government agencies. This transformation was informed and validated by the results of a survey conducted among users of the “Single Business Portal,” with more than 880 participants, the majority of whom were business owners.
