Luis E. Pizarro-Otero, Esq.
President Elect
Attorney Luis Pizarro is the founder, President and CEO of FIDE LLC, a legal and strategic advisory firm, with a unique multidisciplinary approach that integrates public policy analysis, legal advice, compliance solutions. With more than 12 years of experience in the Medicaid, Medicare and all private health insurance segments, Luis provides analysis and advice on a wide array of federal and local health care laws, regulations and policy issues to foster effective management of government health programs.
Before launching FIDE LLC, Luis held several senior leadership positions in the Managed Care Organization segment. Under his leadership, substantial legal, compliance, business and financial risks were mitigated to consistently achieve goals at the federal and state levels, saving millions of dollars in healthcare costs, while improving quality of care and access to healthcare services. As part of his experience, Luis has also occupied key roles in the legal, as well as the strategy and business development areas to effectively navigate the healthcare system. In addition, he has commanded multiple projects leading the operational implementation of federal and local healthcare reforms, such as the Patient Protection and Affordable Care Act (PPACA) and Puerto Rio Health Insurance Code, while also managing communications and relations with clients, business partners, healthcare providers and other key stakeholders.
Before entering the healthcare sector, Luis was a lawyer at a successful civil-litigation law-firm servicing national & local companies. He has been involved in the health, insurance, and education fields for the past 15 years.
Luis has been elected to serve for a second term in the Board of Directors of the Puerto Rico Chamber of Commerce and remains as the Chairman of its multi-sectorial Health Committee. He has been an active collaborator of joint HHS & Puerto Rico Technical Working Groups and Task Forces, as well as participating in multiple health policy meetings in Congress to address equitable funding for Puerto Rico for the past 13 years.
Luis also has participated and collaborated in several other professional associations and industry workgroups and is a member of the American Health Lawyers Association. He has organized and participated as speaker at various healthcare policy conferences sponsored by healthcare stakeholders.
Luis also has supported several non-profit and charitable entities. He is the Vice-President of the Board of Directors of Caras of the Americas, a.k.a. Caras con Causa, a non-profit entity founded in Washington DC, which promotes community development to eradicate poverty through education, environmental projects, and economic development in Puerto Rico.
He is admitted to practice Law and Notary by the Supreme Court of Puerto Rico and the Federal District Court for the District of Puerto Rico. Luis is a trained healthcare lawyer and policy professional having completed a master’s (LLM) in Health Care Law, from the Beazley Institute of Health Law & Policy, in Loyola University Chicago, School of Law. He also completed his Juris Doctor (JD) at the Interamerican University of Puerto Rico, School of Law; and completed his BA in International Affairs from The Elliot School of International Affairs at The George Washington University in Washington, DC. He also completed post-graduate education at the Harvard Business School in Boston, MA.
Luis is a proud Eagle Scout. He was also recognized in the 2015 “40 Under 40” edition of the Caribbean Business newspaper in Puerto Rico. Luis resides in San Juan, Puerto Rico with his wife and their two children.
