Raúl Candelario is the founder and president of The RCL Group LLC, a government affairs consultants firm established in 2017. Mr. Candelario holds a B.A. in Political Science from Inter American University of Puerto Rico and a law degree from the Pontifical Catholic University of Puerto Rico.

Candelario, a former Executive Director of the Treasury Committee; Commerce and Insurance; and the Economic Development and Planning Committee at the House of Representatives in a career that spans 17 years in government, has also headed for the last 10 years major companies in the government affairs arena. He has worked effectively under the political administrations of both principal political parties in the island and has been named to different committees by both administrations in areas of great relevance such as budget,

taxes, finance, economy, infrastructure, insurance, renewable energies and recycling, port development and cruise incentives, free trade zones, cruise industry, privatization efforts and PPP`s, among others. He`s also served as Executive Director of Special Committees named by the legislative assembly in 2005- 2006 and the Governor of Puerto Rico for the establishment of Fiscal Reform and the implementation of the Sales and Use Tax (SUT). In 2011, he also leaded the legislative effort for the development of the new Internal Revenue Code of 2011, better known as the “Tax Reform of 2011”. Recently, he was also designated by Senate president, José Luis Dalmau, to serve as member of the Advisory Council for Economic Development and Job Creation of the Senate.
