Sean Dugan

Sean Dugan is a government advocacy professional with over a decade of experience. He currently serves as Vice President of Federal Affairs at America’s Health Insurance Plan (AHIP), the largest trade association representing health insurers and managed care organizations. Before joining AHIP, he worked for Molina Healthcare and the National Association of Insurance Commissioners in a similar federal advocacy role, focusing on Medicaid, Medicare and ACA Marketplace issues. Mr. Dugan started his career working for various members of Congress for over half a decade, including U.S. Rep. Frank Pallone of New Jersey, who is the Democratic Chairman of the powerful Energy and Commerce Committee, which has jurisdiction over Medicaid, Medicare, and the ACA Marketplaces. Mr. Dugan was born and raised in Omaha, Nebraska, and attended Loyola University Chicago, where he studied philosophy and psychology. He is the youngest of eight children.

Juan Diddi

Juan Diddi brings over 20 years of experience in the pharmaceutical industry and currently serves as General Manager for Puerto Rico and the Caribbean, Juan’s career has included General Manager positions in Argentina, Chile, and Peru, as well as significant roles across Policy, Market Access and Commercial functions throughout Latin America.

Juan has been an active participant in external forums and industry boards throughout Latin America and Puerto Rico. As the current President of the Pharmaceutical Industry Association of Puerto Rico, he is dedicated to enhancing the pharmaceutical industry’s influence and establishing Puerto Rico as a global leader in innovation and growth. Over the course of his career, Juan has received significant recognition, including being named among the Top 100 Change Maker CEOs in Latin America and the Top 100 Most Influential CEOs in Argentina by HORSE Influence.

His leadership is characterized by a strong commitment to diversity, inclusion, and creating a more equitable society, which he believes are fundamental to achieving enduring and impactful change.

Juan is an Industrial Engineer,  holds an MBA from IAE Business School in Argentina and different specializations in Strategic Leadership, Commercialization and Health Technology Assessment. His passion for talent development and his ability to build strong internal and external relationships have been crucial to accelerating both innovation and organizational performance.

Lcda. Zilka Ríos, MS RD LND

Zilka Ríos es una Dietista Registrada, con más de 10 años de experiencia en el ámbito clínico y corporativo, y posee una Maestría en Nutrición Clínica de la Universidad de Nueva York. Certificada por la Academia de Nutrición y Dietética de los EE. UU. y miembro activo del Colegio de Nutricionistas y Dietistas de Puerto Rico, inició su carrera en el ámbito hospitalario, avanzando rápidamente a posiciones de liderazgo en MCS, el principal plan de salud de Puerto Rico. En sus roles de Gerente y luego Directora de Promoción de la Salud y Nutrición, Zilka se especializó en el desarrollo e implementación de programas de nutrición y bienestar a gran escala, liderando la transformación del modelo de bienestar organizacional e introduciendo el enfoque de culturas prósperas en el ambiente laboral. Actualmente, ofrece servicios de consultoría en salud y nutrición a empresas y mantiene su práctica privada, Comiendo Libre. Además, es una voz activa en medios de comunicación, utilizando un lenguaje inclusivo y positivo para facilitar la comprensión pública sobre temas de nutrición y salud. Su trayectoria y dedicación la han consolidado como líder en su campo, brindando soluciones efectivas tanto a nivel individual como corporativo.

Directora Ejecutiva de la Administración de Asuntos Federales de Puerto Rico (PRFAA), Gabriella Boffelli – Con más de 14 años de experiencia en el Congreso de los Estados Unidos, la actual directora de las oficinas de la Comisionada Residente, ha sido reconocida por su profesionalismo trabajando de manera bipartita, y su mentoría para promover oportunidades para los jóvenes. Fue honrada con el Premio Vermillion de Apreciación al Personal del Congreso del Instituto de Liderazgo Hispano del Congreso (CHLI) en 2017, recibió el primer Premio Embajadora de esa organización en el 2023, y fue reconocida entre las 10 Top Chiefs of Staff en el Capitolio federal en el 2024.

Elizabeth Murray

Elizabeth Murray joined Tarplin, Downs & Young, LLC in June 2014, bringing nearly 15 years of bicameral experience on health care policy to the firm. She most recently served as Senior Policy Adviser to Majority Leader Steny Hoyer, where she worked directly with members of the Democratic Caucus to advance policy addressing health reform, entitlement programs and public health. Murray played an instrumental role in the development and passage of the Affordable Care Act, and has worked extensively on the Medicare and Medicaid programs. Prior to joining the Hoyer team, she worked for senior members of the Ways and Means and Finance Committees, including Congressmen Mike Thompson (D-CA) and Bob Matsui (D-CA), and Senator Bob Graham (D-FL). Murray received her Master’s degree from the Harvard Kennedy School and her Bachelor’s degree from Yale University.

Iris Morant, RPh

Iris Morant es farmacéutica licenciada con más de 20 años de experiencia en farmacia de comunidad, farmacia hospitalaria, aseguradoras y administradores de beneficio de farmacia (PBM por sus siglas en inglés). Como Vicepresidenta de Servicios Farmacéuticos en MSO of Puerto Rico, dirige iniciativas estratégicas para optimizar las operaciones farmacéuticas, los programas clínicos y el cumplimiento regulatorio para las poblaciones de Medicare y Medicaid.

La licenciada Morant, una dinámica líder en el sistema de salud, se ha destacado en el desarrollo de soluciones farmacéuticas innovadoras que mejoran los resultados de los pacientes a la vez que garantizan la asequibilidad y la accesibilidad de los servicios. Ha implementado con éxito programas de manejo de calidad, programas de cumplimiento y estrategias clínicas que mejoran los servicios prestados bajo el beneficio de farmacia. Bilingüe y orientada a los resultados, destaca en el impulso de la eficiencia operativa y la alineación de los servicios de farmacia con los estándares cambiantes en el sistema de salud.

La licenciada Morant está comprometida con el avance de la práctica farmacéutica a través de un liderazgo reflexivo y un enfoque en la calidad y el cumplimiento, lo que la convierte en una valiosa colaboradora en este sector.

Lcda. Lillian Torres Rodríguez, RPh, BCGP

Se destaca como una profesional en el campo de las ciencias farmacéuticas, con una trayectoria de más de tres décadas caracterizada por su dedicación a la excelencia y el liderazgo en diversas áreas de la farmacia.

Desempeñándose en múltiples escenarios de la profesión, con un enfoque particular en la geriatría y en la administración de beneficios de farmacia. Graduada Magna Cum Laude en 1991 de la Escuela de Farmacia del Recinto de Ciencias Médicas, la Lcda. Torres recibió las distinciones de “American Society of Health-System Pharmacist  Student Leadership Award” y el «Academic Excellence and Leadership Award of Medical Science Campus», que reconocen tanto su destreza académica como su liderazgo temprano en su carrera.

Su trayectoria profesional es amplia y diversificada, incluyendo roles en las farmacias de la comunidad, hospitales, y en instituciones de cuidado prolongado.

En 2008, se certificó como farmacéutica geriátrica, una especialidad que se ha recertificado en 2013, 2018, y tiene previsto hacerlo nuevamente en 2025. Además, en su búsqueda de la mejora continua la llevó a obtener la certificación “Lean Yellow Belt” en 2018, enfocándose en la implementación eficaz de proyectos que mejoran los procesos y reducen los desperdicios.

En los últimos 10 años ha trabajado en el sector de la Aseguradoras y PBM. Desde el 2019 se ha desempeñado como “Pharmacy and Clinical Account Manager” en la aseguradora de planes médicos Triple S Salud.

En este rol, colabora con otros equipos como ventas, desarrollo de productos, actuarial y underwriting, gestionando asuntos clínicos y gerenciales relacionados a las cuentas comerciales; y liderando y colaborando en proyectos especiales.

El poder conectar y colaborar con diversos equipos dentro de la organización ha sido clave junto al Equipo de Farmacia para el éxito en la implementación de estrategias que benefician tanto a la empresa como a sus clientes.

 A nivel de liderazgo comunitario y profesional, la Lcda. Torres fue parte de la Junta de directores “Quality Improvement Professional Research Organization (QUIPRO), entre los años 2012 y 2017.

Actualmente, es un miembro activo de la Junta del Colegio de Farmacéuticos de Puerto Rico, donde no solo sirve como tesorera del Comité Ejecutivo sino también como presidenta de la Comisión de Aseguradoras y PBM.

Posee un Bachillertao en Información y Periodismo de la Universidad de Puerto Rico, recinto de Río Piedras, así como una concentración menor en Lenguas Extranjeras con especialidad en Portugués. También, cuenta con una Maestría en Relaciones Públicas y Publicidad de la Universidad del Sagrado Corazón. Se especializa en temas económicos, financieros y científicos.
